In 2003, Alberta Health, Alberta's regional health authorities (now Alberta Health Services) and the Alberta Medical Association established the Primary Care Initiative (and program management office) to improve access to family physicians and other frontline health care providers. The original Primary Care Initiative Master Agreement was an eight-year agreement between Alberta Health, Alberta Health Services (AHS) and the Alberta Medical Association (AMA).
As the result of a renewed agreement in 2013, the program name was changed to the Primary Care Networks Program Management Office to align with the new mandate to support the operation of PCNs.
